Research Grants on Key Southeastern Regional Issues in Emerging Biologic Threats

 1. Program Description

         Purpose
The Southeastern Center for Emerging Biologic Threats (SECEBT) was formed to combat the threat of emerging and re-emerging biologic agents through a regional collaborative partnership. The expertise of university, public health, governmental and private sector partners is leveraged to use current knowledge, conduct needed research, develop effective communication and enhance education and preparedness in order to support the struggle against biologic threats.
 
A key operating principle of SECEBT is to support the procurement of funds for research in emerging biologic threats through identification of both public and private funding opportunities, dissemination of information and facilitation of collaborations. The Center announces the availability of funds for pilot projects and seed grants, ranging from $10,000 to $50,000, that have the potential to make a significant contribution to the regional struggle against biologic threats.
 
Topics
Research topics should address one or more of the following objectives of the Southeastern Center for Emerging Biologic Threats:
1.      Build regional partnerships that combine broad-based academic medical research,
diverse clinical and laboratory expertise, and experience in disease eradication and prevention.
2.      Develop and enhance new and existing county, state, federal and global collaborations with university partners in order to combat emerging infectious diseases by leveraging academic and public health expertise and unique research facilities.
3.      Promote new means of detecting, treating and preventing biologic threats, whether purposefully caused, as from terrorism, or from naturally occurring causes.
4.      Use medical and community education to enhance awareness at the individual and community level.
5.      Enhance the regional communication system for rapidly addressing ongoing and potential biologic threats, should they arise.
 
Proposals must fulfill the following criteria:
·        Clearly support the above stated SECEBT objectives;
·        Include two or more SECEBT partners;
   
(The submitting institution counts as one. At least one more SECEBT partner must be included, with more partners highly recommended. Please note that failure to meet this minimum requirement will disqualify the proposal from consideration).
 
Proposals are strongly recommended to fulfill the following criteria:
·        Include the significant participation of a state health department;
·        Provide a firm foundation that will lead to critical future research;
·        Complete project within 6 months to 1 year;
·        Obtain matching or cost-share contributions.
 
2. Eligibility
  This program is only open to the partner institutions of the Southeastern Center for Emerging Biologic Threats partners. Please see the list below or our website www.secebt.org for a list of partner organizations. Although collaboration among 2 or more SECEBT partners is required, it is permissible to include non-SECEBT partners, as long as the minimum of 2 SECEBT partners is first met.
 
3. Submission Date :
   
     Applications are due March 18, 2008.  Notification of awards is expected to be  made on or about June 1st.  It is anticipated that up to 4 grants will be awarded during this funding
 cycle.
 
  4. Expectations
   
   An institutional memorandum of understanding will be developed and signed between institutions.  Awardees are expected to submit online semi-annual progress reports. Award recipients must agree to provide periodic reports in subsequent years to enable the Center to track the impact of pilot and seed grants in terms of extramural grants, publications and presentations derived from the work supported through these grants.
 
   Awardees are also expected to present their research results at SECEBT conferences, national  scientific meetings, and to publish findings in scholarly journals.
 
  5. Acknowledgements
         All publications and presentations derived from work supported by these awards must acknowledge the Southeastern Center for Emerging Biologic Threats as well as the U.S. Centers for Disease Control and Prevention, the primary source of funding for these grants.

• Proposed time from project start to completion
 
 Maximum 6 page summary
      • Statement of purpose and specific aims
• Background, rationale and urgency for project
• A description of research design and methods
• Future research to which it may lead, and any plans to secure the funding needed to support that research
 
Budget

 • Indicate any matching support being provided by other sources
 • Maximum allowable Facilities and Administrative costs will be 10%

Note:  A signed copy of your institution’s Office of Research grant approval form will need to be sent directly to SECEBT.  If proposal is awarded, SECEBT will need to receive official documentation on IACUC and IRB committee reviews prior to award of contract.
